Richie teaches Local Government Law and State Constitutional Litigation as an adjunct faculty member at Temple Law School and his alma mater Penn Law School; and is a “freelance” municipal lawyer.  He previously worked for 27 years at the City of Philadelphia Law Department, including 20 as the Chief of Legislation and 15 as the Chief of Appeals.  Before that, he was an associate at Fine, Kaplan and Black (mentored by Allen D. Black, Council Member Emeritus).  He clerked for the Honorable Edward R. Becker, United States Court of Appeals for the Third Circuit.
