Colin Owyang has served as General Counsel, Chief Compliance Officer and Corporate Secretary at VELCO, the Vermont Electric Power Company since February 2016. Colin previously served as the Deputy Attorney General in Massachusetts, overseeing both the criminal bureau and the public protection bureau. In the past, Colin worked for nearly eleven years at National Grid, including six as Senior Vice President and U.S. General Counsel where he oversaw the U.S. legal and regulattory department of approximately 180 legal, regulatory, ethics & compliance, records management and support professionals.
Colin's public sector experience also includes serving as an Assistant U.S. Attorney in Boston, a Special Assistant U.S. Attorney in Washington, DC, and as a Trial Attorney in the Environmental Crimes Section of the U.S. Department of Justice.
He clerked for Chief Judge Julian Abele Cook, Jr., on the U.S. District Court for the Eastern District of Michigan, and for Judges Walter Jay Skinner and W. Arthur Garrity, Jr., on the U.S. District Court for the District of Massachusetts.
Colin also serves on the Board of Directors of the Vermont Energy Investment Corporation and on the Board of Trustees of Champlain College.
