Janet Napolitano Speaks at Carnegie Council

Janet Napolitano, president of the University of California, presented a talk on her book How Safe Are We? Homeland Security Since 9/11 at the Carnegie Council for Ethics in International Affairs on March 26. Watch videos from the event here.

President Napolitano served as secretary of Homeland Security from 2009 to 2013. Before that she was the governor of Arizona. Since 2013, she has served as the president of the University of California. Her book deals with the foundation of the Department of Homeland Security, which was created in the wake of the September 11 attacks, the greatest tragedy to occur on U.S. soil.

An agency that's part terrorism prevention, part intelligence agency, and part law enforcement makes for an odd combination in the protocol-driven, tradition-bound Washington, DC, culture.
