On December 31, 2025, Scott Bales concluded two and one-half years as the chairperson of the Judicial Vetting Commission for the Republic of Moldova. The Commission’s work is part of Moldova’s efforts to reform its justice system and join the European Union.
“Scott’s withdrawal marks not only an important moment for him personally but also acknowledges the profound impact he has had on the Commission,” said Commission Chair Andrei Bivol. “He has led with integrity, listened attentively, encouraged others, and provided stability during challenging periods. His most valuable legacy lies in the people he has mentored and the professional standards he has established. We thank him for his dedication and commitment and wish him a journey filled with rewarding experiences ahead.”
An ALI member since 2007 and ALI Council member since 2014, Bales retired from Arizona Supreme Court in 2019 after fourteen years of service, including a five-year term as Chief Justice from 2014 to 2019. He then served as the Executive Director of the Institute for the Advancement of the American Legal System at the University of Denver through July 2020. He joined the Judicial Vetting Commission in June 2023.
