Kay Knapp
Kay Knapp has worked in the public policy arena for thirty years. Her primary interest, derived from academic training in political science and social science methodology, is to bring a strong empirical focus to public policy initiatives. Knapp has worked at the county, state, and federal levels of government over the course of her career. She has also served as a consultant to more than two dozen state governments within the U.S. and several internationally. Knapp has worked within a broad substantive arena including courts and criminal justice, public health, human services, public libraries, and public works. She received a “Pioneer Award” from the National Association of State Sentencing Commissions for her innovative research and policy work in criminal sentencing guidelines.
