Michael H. Simon is a United States District Judge for the District of Oregon, a position that he has held since 2011. He is an elected Member of the American Law Institute (since 2025) and an elected Fellow of the American College of Trial Lawyers (since 2006). He served on the Ninth Circuit Jury Instructions Committee from 2012-2024, which he chaired from 2017-2021. He served on the Ninth Circuit Judicial Conference Executive Committee from 2016-2023 and was the Program Chair in 2022 and the Conference Chair in 2023. He also chaired the Ninth Circuit committee that revised the Ninth Circuit Judges’ Trial Manual. Judge Simon received his law degree cum laude from Harvard Law School and his undergraduate degree summa cum laude, Phi Beta Kappa from the University of California, Los Angeles. He also received his LLM (Master in Judicial Studies) from Duke Law School’s Bloch Judicial Institute in 2025. He is a Board Member and Past President of the Civics Learning Project, a Master in the Owen M. Panner American Inn of Court, and a past Adjunct Professor of Law at Lewis & Clark Law School, where he taught Antitrust Law. After law school, Judge Simon was a trial attorney with the U.S. Department of Justice, Antitrust Division in Washington, D.C. until 1986, when he and his wife moved to Oregon. In 1986, Judge Simon joined the Perkins Coie law firm in Portland and was a partner and head of litigation for its Portland office at the time of his confirmation as a federal district judge in 2011.
