Stephan
Paul B. Stephan is the John C. Jeffries, Jr. Distinguished Professor and Louis F. Ryan Research Professor at the University of Virginia School of Law, where he has taught since 1979. He specializes in international business, international dispute resolution and comparative law, with an emphasis on Soviet and post-Soviet legal systems. He served as coordinating reporter for the Restatement (Fourth) of the Foreign Relations Law of the United States in its first phase and is an adviser to the second. Stephan has served as a visiting professor at Columbia and Duke law schools as well as universities in Australia, Austria, China, Estonia, France, Germany, Israel, Russia, and Switzerland. During 2006-07, he served as counselor on international law in the U.S. Department of State, and 2020-21, as Special Counsel to the General Counsel of the U.S. Department of Defense. Stephan also has written on taxation and constitutional law. He also is a senior fellow at UVA's Miller Center and an Honorary Bencher in the Middle Temple.
