Timothy J. Lucey is a former Assistant United States Attorney and current senior in‑house counsel focused on ethics and institutional integrity in the energy sector. As Managing Counsel and Senior Director of Ethics Programs at Pacific Gas and Electric Company (PG&E), Mr. Lucey advises on governance, employee conduct, internal investigations, cybersecurity, and crisis‑response matters within one of North America’s largest and most heavily regulated utilities.

Mr. Lucey's work centers on strengthening governance systems, improving investigative processes, and supporting board‑level oversight. He helped guide the company through the conclusion of its federal monitorship, building the governance, documentation, and risk‑management frameworks that supported PG&E’s successful exit from probation. Mr. Lucey continues to lead enterprise‑wide engagement with state and local monitors, including the California Governor’s Office, the California Public Utilities Commission, and multiple District Attorneys.  Mr. Lucey recently took on co-ownership of cybersecurity at PG&E, maturing internal operational maturity as well as crisis response capabilities.

Before joining PG&E, Mr. Lucey served more than 15 years as a federal prosecutor in the U.S. Attorney’s Office for the Northern District of California, where he led complex, multi‑agency investigations involving fraud, corruption, and organized crime. His work included helping reform governance at the California Public Employees’ Retirement System (CalPERS).

Mr. Lucey received his A.B magna cum laude from Georgetown University, where he was elected Phi Beta Kappa, and stayed on to earn his J.D. at Georgetown, where he served as Managing Editor of the Georgetown Journal of Legal Ethics.
