Reeve T. Bull, Director of Virginia’s Office of Regulatory Management, joined Virginia Secretary of Commerce and Trade Juan Pablo Segura for an in-depth discussion on the Commonwealth’s successful regulatory modernization efforts. The event, hosted by the Competitive Enterprise Institute (CEI), was held on Wednesday, October 27, 2025, in Washington, D.C.
During the discussion, Bull outlined how Virginia’s reform initiatives have made the state a national model for modernizing regulation. Since 2022, the Commonwealth’s efforts to increase transparency, streamline permitting, and implement common-sense adjustments have saved Virginians an estimated $1.2 billion annually, including approximately $24,000 per new home construction. The Office of Regulatory Management, which Bull leads, also developed two key resources—the Regulatory Economic Analysis Manual and the Regulatory Reduction Guide—that other jurisdictions are now using to inform their own reform strategies.
A leading expert on regulatory cost-benefit analysis, Bull previously practiced at Gibson, Dunn & Crutcher LLP, clerked for Judge Alvin A. Schall of the U.S. Court of Appeals for the Federal Circuit, and has taught regulatory law at George Washington University and George Mason University. He is active in the American Bar Association’s Administrative Law Section and the Federalist Society.
The CEI roundtable series, named for deregulation pioneer Alfred E. Kahn, convenes experts to explore strategies for reforming the modern regulatory state. Bull’s presentation highlighted how Virginia’s data-driven approach can serve as a blueprint for both state and federal agencies seeking effective and accountable governance.
